Customers of Pheenix.com received the following notice the beginning of May,
EnCirca (www.encirca.com) was selected by ICANN to manage the bulk transfer of domain names from 49 Pheenix-related registrars recently terminated by ICANN. EnCirca was founded in 2001 and is based outside of Boston, Massachusetts USA.
Here is what to expect as we transfer over your domain names from Pheenix to EnCirca:
Next week the account owner will receive a second Welcome email from EnCirca with their account details.
The new EnCirca account will be based on the “true” email in the Registrant or Admin Whois contact that existed at the Pheenix registrar. If you were previously using a Whois privacy service at Pheenix, please note that this service is not carried over to EnCirca and the underlying data will be displayed in the Whois instead.
You will also receive a “verification” email as part of the new account creation process asking you to review and correct any inaccurate Whois data. You must update any inaccurate data and acknowledge this email or you may lose access to your domains.
It may take some time before you have the ability to make updates to some of your domains, due to the large number of Registrars involved in this bulk transfer. We appreciate your patience while we work through this process.

Mike mentioned to me he had 35 names at Pheenix and requested the auth codes to transfer them to his registrar account at Hexonet.
He got all the auth codes but half the domains did not come over, they names were not locked or any other obvious problem he could find.
When he contacted Pheenix they said contact EnCirca. A couple others let Mike know they were dealing with the same thing. Mike wanted to make sure others were keeping on top of their names at Pheenix and successfully transfer.
So especially with all the GDPR and transfer changes coming you want to get on top of whatever names you still have at Pheenix.
There is a thread at Namepros with comments like:
I wish I would have seen this post earlier. Damn, now one of my domains is stuck at EnCirca and they will NOT remove the 60 day lock for transfer.
And
Ok, I transferred out most of my domains.
4 domains could not get transferred because the auth codes did not work at all.
I even requested new ones and they didn’t work either so I have a support ticket out. We will see what happens.

I had a similar issue with fasthosts .co.uk or ewhallhost. Well just another random registrar. I had to open a icann complaint. And just like magic, the registrar unlocked the domain name and provide a working auth code.
If your registrar does not allow you to unlock your domain name yourself, please contact your registrar to have it unlocked. If your registrar does not unlock the domain or provide you with a reasonable method to unlock it within five days from your request, please submit a Transfer Complaint.

Domains are always locked for 60 days after a transfer.

There are few teams in our space better equipped than Tom Barrett and the Encirca team to work through a situation like this, and it’s probably a lot more effort for them than it’s worth. Thanks Tom!

I’ve got a simple solution. If it’s more trouble than it’s worth, why not let people transfer their domains out if they want to! You can waive the 60 day transfer requirement, particularly when domains were transferred without permission from the owners. Or you could force them to stay to make a few extra bucks. Hope Tom Barrett is paying attention.

I’m transferring all of my thousands of domains out of Enom over the next couple months.
Over the years, I have left them there out of convenience.
(Boy, did Enom shoot themselves in the foot with their NEW SPECIAL PRICING.
My special pricing at Netsol is better than Enom. And, Netsol is no bargain.)
I also have domains with a number of other registrars.
Where are domainers going now?
I surely don’t want to move them now to Uniregistry if transferring out in the future is a problem.
