1&1 Internet Ltd, become the latest registrar to start accepting “pre-orders” or expressions of interest in new gTLDs.
In a press release 1 & 1 says:

i wonder if real pre-orders are even allowed to exist yet…
like ones where they: take your money, promise to try to register the domain, if they dont get it they refund your money.
i’d guess no because unless they know the method of release like auction (or non-release) for the specific gTLD’s (and the left of the dot) this would be impossible.

Pre-orders are allowed to exist however do not under any circumstances pay any money at this point
There is no way you should pay nor any reason anyone should be charging you anything to pre-order one of these
