ICANN has posted that the Government Advisory Council (GAC) Expects to Deliver Advice on New gTLDs in Beijing
“”With the GAC Member Early Warnings phase complete, the GAC is now moving to the next phase, which is GAC advice on new gTLDs. ”
“GAC advice is a key element of the overall process of the new gTLD Program. ”
“In that context, GAC sessions at ICANN‘s public meeting in Beijing in April will be mainly focused on delivering GAC advice to the ICANN Board on categories of strings and specific applications, building on advice outlined in the Toronto Communiqué. ”
“The GAC is fully committed to the multistakeholder approach to policy development and advising on the public policy aspects of the New gTLD Program, for the benefit of all Internet users.
“The GAC‘s key role is to provide advice to ICANN on issues of public policy, and especially where there may be an interaction between ICANN‘s activities or policies and national laws or international agreements. “

GAC was to post the list of applications it would consider to ICANN for withdrawal weeks ago but it still hasn’t. What gives? Any scholarly thoughts on this issue?

The GAC published it early warning a while back and that is the only thing the GAC has released.
I’m also told just because the GAC didn’t give a early warning it doesn’t bar from them still objecting.
Seems like we will find out in China what they are actually going to object to.
As for scholarly thoughts:
Like all governments the GAC comprised of Government representatives will basically will do what they want, when they want to do it

Exactly – What ICANN expects and what the GAC will do are not the same.
The GAC is five weeks overdue with their list of problematic applications. Why? Probably not because their list is small. Is the GAC picking winners in contention sets? All applicants were advised by Governments to submit Public Interest Commitments.
There could be a bomb dropped on several hundred applications in the next couple of weeks.
This could also be cause for slight delay in the program if GAC delays their official advice.
There will still be many gTLDs without complication, objection, or contention that could be live by Summer.
