According to Reuters Venezuela is the latest country that plans regulate the Internet.
A bill presented to parliament on Thursday will place limits on content in “electronic media” according to the time of day, with adult content reserved for programing after midnight.
The Reuters story does not say what time of day the Adult blocking would be turned back on and its quite unclear how the Government would block content based on time.
The Venezuelan bill also proposes allowing the government to restrict access to websites if they are found to be distributing messages or information that incite violence against the president.
Considering that much of distribution comes from social networking sites like Twitter its may wind up with the country blocking sites like Twitter.
Interestingly at the ICANN meeting this week groups opposed to .XXX made statement at the public meeting to the effect that countries would block .XXX entirely and thereby “break the internet”.
Supporters of .XXX said at the same meeting that countries like China and Iran already block certain sites and material and that hasn’t “broken the Internet”.
It will be interesting to see if this bill passes what the effect on the overall Internet will be and if other countries will adopt such measures

I’ll be boarding an airplane in a few days. During this process, they will search my bags, scan my body with a machine that sees through my clothes and invariably, pull be aside for “additional screening” due to my extra-large build and swarthy complexion.
I remember when I would bring pocket knives on airplanes and people still smoked on them. My grandfather, who regularly carried large sums of cash, used to board them carrying a sidearm.
I do wonder if we reach “Internet Circa 2050” and look back on these days with similar awe, as far as how ‘free we used to be’ in cyberspace. I think everyone kind of accepts that things are eventually going to change and that some meaningful regulation will come, but sometimes I fear it will get ugly, to the point that the future internet no longer resembles what it is today.

The good news is most “internet cafes” are not really THE “internet” they are proxied World Wide Web – People can do less damage from controlled locations
The bad news is it will likely become very hard to find The.Real.Internet® outside of the .USA Walled Garden. There are many technical and economic reasons why that will be the case.
