Afilias, a global provider of registry services, announced today a new registration policy that will go into effect on November 6, 2008, which prohibits registrants from using .info domain names for “abusive behavior”
Abusive Behavior includes, but is not limited to: phishing, e-mail spam and other types of spam, the willful distribution of malware, the use of botnets and fast-flux hosting, distribution of child pornography, illegal access to other computers or networks, and other illegal or fraudulent actions.
Domains that are being abused will be reported to the sponsoring registrar, and Afilias has the option of removing them from the DNS and reporting the abuser to law enforcement.
Back in June McAfee released a report that showed almost 12% of all .info domains were flagged by Mcafee as “dangerous”, and ranked .info as the third most “dangerous” extension in the world

Actually, registrars and global .info registry can do the same things right now, without waiting for any new policies.
AFAIK, any abusive domain (.com, .net, .org, etc…) can be removed from DNS lists and disabled.
